Description With the availability of high strength cements, a wide variety of concrete chemicals and supplementary cementi- tious materials, it has become feasible to achieve strengths of the order of 60 MPa to 80 MPa for concrete mixtures. The Indian Standard Code of Practice for plain and reinforced concrete IS:456-2000 1 has categorized concretes having strengths in the range 20 MPa to 50 MPa as standard concrete and 60 MPa to 80 MPa as high strength concrete. Realizing that the codal recommendations on strengths have been based on tests conducted on normal concretes, an exhaustive experimental programme was undertaken at SERC, Chennai, on high strength rein- forced concrete flexural elements, which clearly indicated the need for a certain minimum level of compression reinforcement. The paper details a design procedure which needs to be incorporated in the Codes of Practice. The procedure envisages at least a minimum plastic hinge rotation of 0.015 be sustained at the peak load. A minimum confinement of concrete is considered essential in reinforced concrete beams having high strength concrete to achieve the above objective together with a minimum amount of compression steel. It is clearly seen from the experiments that having more confinement steel without adequate compression reinforcement is ineffective.
